What you said applies to Hitler too, albeit to a lesser degree.
It's true that saying Mao directly killed tens of millions of people is an exaggeration. However it was his policies. When they didn't work, Mao resisted corrections and started a power struggle.
It's all a matter of degree. Mao was a god. His ability to affect change is significantly greater than anyone else.
