Groundless accusations

The vietnam's accusation is definitely a lie.  Look at the fish boat, it is not worth a shell fire.  Even it does, the shell will penetrate through and will not explode on the boat.  So only possible way to use machine gun to scare them.  The gun bulletes have no explosives in and how can them to cause fire.
