The second photo shows all the ships are not parked properly.  They should be parked heading in the same direction.  In emergency case, all ships can leave the port in forward motion for a quick and coordinated response.  When the ships are parked head to head, someone has to back up and potentially crease mess. Pearl Harbor's lessons should be learned.
