It make sense in certain areas but still PRC do not have enough military power to lighting strike against ROC yet. We can win a prolong war, but in a strategic point of view, lightning strike to begin and end war in a short time is the most important.

Your views here do not include such tactics PRC should be taken during a war but only on the broader and surface politcal view. If do what you have been saying, then ROC will know you want war and thus endanger more lives for PRC military. Later when we are ready, just instigate ROC to do something drastic and attack them while declaring PRC cannot be patient any longer.
