中国不首先对正常国家动用核武，但对非正常国家用核武需要告诉它吗？

 

9.18: Japan told Chinese?

Nanjing: Japan told Chinese?

Pearl Harbor: Japan told US?

Korea: Japan told them to control their country?

Taiwan: Japan told the Chinese government to steal the island?

Northeast China: Japan told the Russia that they will attack them first?

Philipines:  Japan told them?

US: When Japan's nuclear bombs are ready, will they tell US that they will throw to US for the return of the two bombs they received?

For a country that never obey any common human standards and international rules in conducting wars, why the world would promise Japan not to return the same favor to Japan?

When Germany committed the crime in WWII, it appologies with words and actions.  Did Japan do?
