I participated underground tunnel work in my elementary school. All schools, factories, shops, hospitals were half or full stopped in order to get the job done ASAP. Everybody must repeatedly watch a movie which teach how to protect your self when you see a strong flash in the sky...prety much like US during Cuba crisis.
