Chinese government top leaders no longer have the power or will to irradicate corruption- because they are so wide spread. Plus the most of the local officials are the ones who benefit from the corruption, how can they fight it.

Mao said in an essay that once quantity change reached certain level, it will cause the nature to cahnge. Here nature means what kind of government China has & whose interests the Government protects.
