Why Chinese Police didn't act quickly? Where is thier weapons?

I think Chinese police officials in Lasa must be corrupt & coward,
Otherwise how can be so f**king slow & soft? In many other countries, these policemen will be sacked if they don't do the job in the professional way!
I think Chinese government at least should import and use some methods such as "hot piper gun", "high pressurized water gun" etc. to stop those criminals and protect people.
