Hypersonic Vehicle is a vehicle that can travel in hypersonic speed which is generally referring Mach 5 and above. It doesn't matter how it achieves the speed. All reentry vehicles are hypersonic, and some like X-43 which uses scramjet to reach Mach 7 is also hypersonic. As for hypersonic vehicle is maneuverable, but not highly maneuverable like fighter jet. When used as weapon, hypersonic vehicle can evade interception by its sheer speed. There is little know technical details is known regarding WU-14, however, it is less likely to take skip reentry as its method of choice. Besides the range of WU-14 is too short for skip reentry. Since Skip reentry has a very narrow reentry corridor, the initial entry and the landing site are far apart. This is not the case for WU-14. I guess the author learned about the skip reentry of the Chinese lunar test module, and made it up himself without knowing what it was. I remember I've post a series of articles about astronautics, and talked about details of skip reentry and the actual math (or I planned to talk about it, since I didn't finish the series). In the 70s and 80s last century, the US tested AMaRV prototyped by McDonnell-Douglas Corp. The AMaRV perform glided reentry at speed of Mach 10, very similar to WU-14. It was created in response to anti-ballistic missile. However, due to the treaty with Soviet Union at the time not to develope anti-ballistic missile technology, the AMaRV project became pointless. Prompt Global Strike has a very different goal comparing to the Chinese Hypersonic Glided Vehicle. Prompt Global Strike aims at reaching anywhere on the globe in 1 hr cheap. Currently ICBM can pretty much does just that, but ICBM isn't cheap. The rockets carry nuclear warhead is a one time deal, cannot be reuse. If these rockets uses solid fuel, the rocket needs to be regularly scan with X-ray to ensure no void in the fuel, and all that jazz are expensive. For liquid fuel rockets, it takes time to fill the fuel, and 1 hr is not practical. They are also expensive. so the goal is to use scamjet to power the carrier and reach the enemy and then drop the warhead. The carrier then flies back. The HTV-2 objective is to test the heat protection material. Since hypersonic wind tunnel only operates up to seconds. It would need a real flight to reach the kind of speed to test. Using rocket and skip entry is the only way to achieve a long hypersonic flight today. The PGS program now has chosen the scramjet technology for its platform for its means. China doesn't seem to care about Prompt Global Strike, but it would like to deny access to say the US carrier battle groups. Hence, it is likely they need a glider, rather than a hypersonic glide vehicle.
