To setup a scholarship is not very easy in US univesities. A person has to donate a fund and wait for this fund to grow to a point that the interest is sufficient to be given as the annual scholarship so that scholarship can be given continuously. For a Havard full scholarship, it probably needs $50,000 a year. Even at a very high 10% interest rate, it requires a $500,000 scholarship fund. If the source of the fund is from 国内商人, he/she is better to pay the tuition directly.
