Yes, you can say that the glottal stop depends on individuals, and it is in cace the case.

This can be heard not only in casual conversations but also in broadcasting, the cited example is an instance of this, which is used in formal TV debates. You can also notice the usage of this from that anchorwoman in this clip when she pronounced the word "Biden". 

I also see some obvious differences between Canadian and American accents, take the phrase "I'm glad to meet you" as an example. Canadians way of sounding the two word "meet you" is usually different from that of Americans who usually link the two word by sounding them as "米吃油"。
