请教STP:file 1040 and 8833

I was F1(OPT) -> H1B on 5/1/2006, working in state goverment. I think I am RA and should file 1040 + 8833 for $5000 return, but not sure.
My questions are:

1. Can I have Fed TAX exampted? If yes, all of the fed TAX or just $5000?
2. How should I indicate the treaty examption ($5000) on 1040? In which line?

I have gone through your previous posts but didn't get it.
