急! 论文引用

在一个美国学者发表的论文中, 他描述的调查方法是我首创的。但他没有引用（cite）我的文章。我的介绍调查方法的文章是在他文章前4年发表。诚请大家告诉我怎样维护我的权益（johnhong76@hotmail.com）。我刚来美国，没有这方面的经验。
