又一腦殘裁決- 發出legal document的部門沒有責任確認申請人是否是legal申請

根據這項裁決，任何人都可能隨便填個表將白宮的地契換成他的名字。書記部門不會管，沒權管，也不會查申請人是否合法來申請地契。你來填表，肯付申請費，他們就給你蓋章。你是不是合法申請不是他們的管核範圍。這項裁決說，管理和發出Legal Document的政府部門沒有法律責任確認申請人是否是Legal的申請該Document。想想如果這個書記部門不是政府部門而是私人機構，同樣的訴訟還會不會是這樣的裁決？ 如果不一樣的話，why？
