lease 是很正规的，过去town说出租不需要permit， 也没有详给解释， town里规定是这么写的：

The taking of not more than four non-transient boarders or the leasing of not more than two rooma with no provisions for private cooking by a resident family in a single family dwelling

this use need SP

town 里说 整租给family或一个租给几个人一个lease， 就可以不要permit。 但有房主也住在里面在租出去就要SP。
