请教加州离婚应诉方30天内答复的问题

这里的should和can是什么意思？是不是说，应诉方应该在30天内答复，但即使超过了30天，只要在起诉方递交default表格之前答复，也不算default？这里的deadline实际考虑是30天和起诉方递交default表格，两个时间里更晚的那个时间？
