海牙公约(Hague Convention)护照公证(需要有apostille)是什么意思？

F2在国内，如要申请ITIN进行报税，根据W7表格说明，需要进行符合海牙公约的护照公证（如下）。请问，这是一种特殊的外事认证吗？还是一般公证处办理的有英文翻译的公证就可以了？谢谢!

Have the copies notarized by a foreign notary. However,foreign notaries are only acceptable as outlined by the HagueConvention. The Hague Convention provides for the simplified certification of public (including notarized) documents to be used in countries that have joined the Convention. A certification will be issued in the form of an “apostille,” which will be attached to the copy of the document.
