garnish tax refund checks. Please JY101

how to garnish tax refund checks for all of my deadbeat section 8 tenants? I researched online and it says only government and student loans can do that... but I remember JY101 was doing it. JY101 can you answer this one? Sorry I don't have chinese typing software on this machine.
