投资房，15年以上的房顶，保险公司都不保replacing cost吗？

正在购买的投资房，是1999年的，在贷款公司办理贷款的过程中，他们去报价都几家保险公司都说，房顶的年龄大于15年，所以，不会保replacing cost (换全新房顶的花费）。

所有的保险公司都这样吗？谢谢！
