1. Yes. I read the terms of my insurance policy 1 month ago. It is clearly to describe that if hit and run, they don't pay anything. Read your term firstly to figure it out.
2. No way. It is not their business. Policeman also don't care since it is too small for them. The only way is you try to find a witness.
