-Your father can just make the appointment for the B-2 visa application interview, and then provide the documents for both green card abandonment and B-2 visa application to the front desk when he is interviewed (tell the front desk that he wants to abandon green card and apply for B-2 visa at the same time). After the interview, the VO will return the I-407 back to your father which is equal to the green card abandonment receipt/proof. If he wants to apply for green card again in the future, he needs to provide the copy of the returned I-407.
