-Do you mean the 白皮书 is reentry permit (i.e. he is a green card holder)? If yes, his reentry permit and green card are void, and he can not use it to return to US. So, he needs to go to the US Consulate in Guangzhou to apply for the SB-1 visa (i.e. returning resident visa) to come back to reinstate his green card by proividing the evidence of his illness which prevented him from returning to US on time..
