It means CSPA age is > 21.

CSPA age = the child actual age when the priority date is current - the I-140 (or I-130) pending dates

Note: I-140 (or I-130) pending dates = I-140/I-130 approval date - I-140/I-130 receipt date

If CSPA age is > 21, then the child is age-out.
