Her green card is void if she has been in China for > one year. If she has the convincing evidences that there was uncontrolled factors preventing her from return to US on time, she may go to the US Consulate in Guangzhou to apply for the SB-1 visa to come back to US. Otherwise, she may just go to any one of the US Consulates in China to abandon her green card and then, apply for the B2 visa to come back at the same time or later.
