As long as the parents of the child are not in Canada as diplomats representing a foreign country, the child automatically receives Canadian Citizenship at birth.
This applies all children born in Canada, regardless of the parents'immigration status in Canada.

The immigration status of the parents is not relevant to the child's birth, I think.
