Thanks a lot for the message! I guess J1 waiver suits those eager to change into other visa types. If my Ph.D. program can give me another J1, it is not violation of rules as for my current master degree J1.
And J1 is said to have several different types. For a visiting scholar, it is not possible to use it for 5 years. But for a Ph.D. degree seeker, the validity goes along with the length of the program itself.
I am not sure if my assumptions are right. Looking forward to hearing from you. I heard waiver can only start after I have stayed in US for one year (I will get my master degree by then!), so it doesn't suit me too well, I am afraid.
