I think you can go to a local INS office and ask them if they can issue you a final notice of action on this issue. It's been more than 180 days, longer than what is expected.

I've never heard of anything like this. Bring your receipt with you and go ask them.

Don't worry. Every J1 waiver should get final approval in the end.
