I thik either way is OK. If your mother will apply for green card she enters US, you had better not file I-130 before she comes to US in case she may has trouble to enter US due to immigrant intent.
After she comes to US, then wait for at least 90 days (90-day rule) and you can file I-130 and she can file I-485 togther.
