F2A processing time

New to this platform. Seen many helpful postings and answers. One question regarding two different dates on the Visa Bulletin. For F2A, Final action date as of 02/08/2019, and Filing date as of 09/01/2023. A green card holder, petitioning for wife and son in China. If submitting the petition now, likely how long does it take to have the I-130 approved and likely wait time to get visa interview in GuangZhou? Thanks a bunch in advance.
