F4签证中小孩的年龄怎么算

8老师，堂姐一家在办F4，特来请教她女儿是否超龄了。

Priority Date:           07 Oct 2004

他们女儿DOB是 09/28/1994

May 2, 2017 转到NVC，但因为一直不查收邮件，所以过了一年的时限，去reopend the case。最后是到 07/02/2018 NVC受理了这个案子。找了律师，律师发现女儿还是qualify为derivative, 所以申请加上了。

接下来由于那时候他们自己不是太积极移民，所以案子进展就很慢。再接下来就是遇上了疫情，彻底歇菜了。今年4月，堂姐他们决定要加快脚步办移民，和律师联系，但律师这个时候就很搪塞，敷衍。

弄得我们也是一头雾水。只能我去NVC网站request reopen the case. 终于在8/18 reopened, 并缴了费. 但是这时候发现她女儿的名字不在上面了，然后在CEAC上传了她的出生公证。前几天收到了如下回复

We reviewed this petition for eligibility under the Child Status Protection Act CSPA and we determined the applicant is not eligible. If you believe we made a mistake in our CSPA determination, please notify us at https://nvc.state.gov/inquiry. Please note that the NVC's CSPA determination is not final. A final determination will be made by the Consular Officer at the time of the applicant's interview.

回复中Please note that the NVC's CSPA determination is not final. 模棱两可，这到底是什么意思呢？该咋办呢？

您能不能帮忙给个公式算一下，她是否超龄？
