我两年前申请长期绿卡通过后绿卡寄丢了。没有收到。后申请补办绿卡被拒。理由是没有缴费，邮局显示寄到了。现在以绿卡丢失理由，缴费再次申请绿卡。

请问在等候期间如果需要出境，应该办什么手续呢？
