我父母是2014年８月左右得到绿卡，2014年９月左右得到MediCAL 白卡, 2019年８月左右州政府发信来要求他们去申请红蓝卡，2019年9月左右得到红蓝卡．

有点不太理解您上面的解释. 是的, 父母持有绿卡6年多了，持有白卡６年多，红蓝卡1年多．如果我没理解错, 您的意思是说如果绿卡持有超过５年，即使有这个新的"Public charge"的法案，父母在2020年2月２４日法案成立后仍然在用白卡，但因为绿卡持有已经超过５年，不构成public charge ? 这是什么道理？还是法案中有这种情况的专门说明？

2. 父母现在已经超过 180天没回美国 了， 如果在一年内回美国，因为这个新的public charge , 他们还可能回美国 ？

-It should be fine to your parents if they got the green card at least five years ago.

So, if somebody legally holds green card more than five years, if they used MediCal, there is NO public charge which can agaist them in the life time, right ?
