求教8老师关于移民签证状态问题

8老师，我去年7月在美领馆移民签证，经过长时间审查，结果碰到签证名额倒退。10月份的美领馆回信说

“敬爱的移民申请人：我们特以此信通知你移民部已经收到你提交的材料。很遗憾，目前我们不能进一步处理你的签证申请。这是由于近期你所属签证类别的签证配额的改变所造成的。仅有哪些签证排期较早的中国签证申请人才能进一步办理其签证申请。因为每月的签证需求量超过了移民法律强制规定可发签证的配合，美国国务院无法将每月的排期向前推进。。。。请注意，美国申请人及受益人有责任了解签证排期的动向。一旦您的签证排期到后请与领事馆联系，我们会进一步办理你的申请。“

收到这个信之后，我就很久没有再登录CEAC (consular electronic application ）网站查看，因为当时是AP状态。前几天，突然想看看，结果发现状态变成了下面的：

下面有几个问题：

1.请问这是说明我是确定被拒了吗？因为搜索这个消息，有网站说这不是最终的决定，很疑惑。请老师解答。

2.我之前的AP信里说体检报告到2019年12月某日过期，警方公证书到2020年4月过期。但是我至今没有接到领事馆发信要求提供这些新的报告，是否与排期（我估计我的PD要明年才能回到批准状态，如果不出意外的话）和领事馆已经撤回美国有关？发信给领事馆他们不知道有没有用（我后面再试试）？ 

3.如果只是因为排期的问题，那么明年排期到了，我是否还要重新提交移民签证申请费（我记得填写DS260要缴纳几百美元的费用）？

4.还有，我的信里说ds260表2020年7月份过期。里面有一段话“if we receive your documents after the expiration date, we will schedule you to update, resubmit the DS-260, and return to the consulate general to have your oath taken in front of a consular office. if you have previousily submitted form ds-260, you do not need to complete a new form.”还需要再次进行administrative processing吗？
