请教8老师: 朋友的父母约4年前拿到绿卡，回国后，爸爸有严重的病，部分胃切除，一直在国内，妈妈按时回美，持绿卡在美国，爸爸现身体恢复了，想回美国，是应该申请回复绿卡?

还是放弃绿卡申请旅游签证?  如果申请旅游签证，如何让签证官相信爸爸会按时回美，
