214(b) is the denial reason which means your niece was unable to convince the IO that she will return to China after completing the study. Just prepare the documents addressing that she has strong ties to China, e.g. her career plan in China after she complete her study in US, her parents need her around to take care them in the future, etc. Of course, don't forget the provide the correct financial ability proof for her study in US.
