8老师，你好，J1转F1被拒，理由是：

1. I-20开始时间超过J1到期30天。

J1是8月底结束，I-20是8月20日开始。

移民局的信说I-20是1月10日开始。

2. J1有2年服务期，没有得到豁免批准。

已经申请豁免得到通过，在申请转F1的材料清单里包括有这份通过的文件。

3. 上诉一般要多久有决定？
-Case by  case, so it is very difficult to tell how long, and most of the time it takes more than 6 months. Because you are still under J-1 status, I suggest you to file a new I-539 to change your J-1 to F-1 now, instead of filing I-290B for Motion to reopen or appeal. Talk to your school to issue a new I-20 if you want to file a new I-539.

上诉期间可以停留美国？-Yes. But if it is denied, your unlawful presence will be counted from the date when your J-1 expires.
