Just to clarify, my situation is a little more complicated. It is like this: my i-94 is not expired yet. But back in May, my old project ended and my agency filed to revoke my H1(which was approved at the end of August); then within 60 days from the end of my old project, I started a new project so they filed to reactivate my H1b in July - the one that got RFE in October and was not replied. 

So the reactivation has been pending since it was filed and RFE in October.  Now they are withdrawing it and also will file a new H1b for me with premium processing.  

Do you think I will likely get a new i-94 under the circumstance?  Thanks a lot!
-No. This is a completed different situation. Because your old H-1 has been revoked (withdrawn) and if your employer withdraw the pending H-1 petition and file a new one, then the new H-1 approval will have no I-94, and thus you need to go to China to get the H-1 visa to come back.

By the way, you need to tell the details about your case in the future so that I can give you correct suggestions.
