某人有绿卡10年了，一直在美国，现在突然要海归，

1. 能否递交了N-400马上离境？
-Yes.

还是要等到USCIS收到以后才能离境？（以前另外一个人申请L1延期，律师说寄了申请就可以离境，结果被拒绝，因为离境当天，申请还没到USCIS。）
-L1 is non-immigrant status. This is different from N-400.

2. 因为过几天就要走了，事情很多，能否人在境外（中国）的时候提交N-400？
-Yes. But had better submit the application within US.

3. 现在从提交到到打指纹要多长时间？
-Hard to say.

一般提早多早通知。因为要买票回来打指纹。
-At least two weeks. By the way, don't stay in China for > 180 days continuously. Otherwise, your physical presence continuity may be disrupted, which will affect your qualification for the US citizenship application, resulting N-400 denial.
