My brother tried to submit the sealed envelope to the IO at the port of entry in San Jose Airport, California.  But the IO there did not take it.  IO told my brother to mail it himself, but did not say where/who he should send it to.  Could you please help? Thanks.
-It is very strange to me that the IO at the port of entry did not take away the sealed envelop, and then let your brother enter US. It seems the IO has no experience (probably he/she just worked at this position for a few days). The envelop should have been taken away by the IO at the port of entry and then, mailed to USCIS by the IO.

I would suggest your brother go to the local CBP Deferred Inspection Office to see what they suggest. But remember this envelop cannot be opened!
