He submit the sealed envelop to the IO, but IO did not take it..

He submit the sealed envelop to the IO at the port of entry at San Jose Airport, California.  But the IO there did not take this sealed envelop.  they told him to send it himself, but did not say where to send it.  Could you please help? thanks.
