请问485补件出生证-late registration

我95年准备出国时办过一份出生公证，已经递交了复印件。但是刚又收到补件的通知，说需要一份更早的证明。

Given that amount of time that elapsed between the date of birth and the date that birth was registered, secondary supporting documents are required.

我从没有过医院开具的出生证，学校记录也没办法查了，学校拆了，老师退了，户口转了，登记的时间也是九几年了。这种情况要提供怎样的一个证明啊? 谢谢老师!
