I94怎样才算还有效？
-There is an expiration date on the I-94.

是H1B被拒的那天开始60天以内都还是有效吗？

如果在H1被拒的60天内找到新雇主帮我file H1B，是否还可以算transfer，不用抽签了?
-Yes, and you can work for the new employer immediately after the H-1 transfer is filed (not need to wait for approval to start working).

（我已经用了两年H1B，应该还有4年H1B可用，对吗？)  
-Correct.

如果超过60天才找到新工作，回国去签，如签证成功的话，是否以后我也还有4年H1B可用？
-Yes. Not need to get  a new H-1 quote.

如果转成F1，在F1身份期间又找到工作，再转回H1的话，还能否用以前的H1名额，不需抽签了?
-Yes.
