又来请教８老师，这次是代我朋友问。他人在国内，符合特殊人才绿卡的申请要求。现在美国访问，可以在美国递交申请。下面是我们的问题：

1. 在美国加州递交杰出人材绿卡申请后, 通常多长时间绿卡能被批准?  比直接在中国申请快吗？
-If he uses premium processing for I-140 and his qualification is very strong, it may be approved in about two weeks. But because there is 排期 in EB-1 currently, he cannot file I-485 in US now. So, it is difficult to say how long he can get the green card.

2. 听说今年五月份移民局有新政策出台, 导致这类绿卡申请等待时间长至5年, 是否属实?
-No.

3. 在美国递交申请后, 他人一定要留在美国等待吗?
-Not necessary. 

如果中间回国长期居住, 对他的申请有哪些负面影响?
-No. But he had better find a job in US when he applies for the immigrant visa in China

他的Case会被转到广州使馆吗?
-Yes, because it seems it is difficult for him to stay in US for a longer time currently,  he had better indicate this request in the Form I-140 so that USCIS will forward his case to NVC and to the US Consulate in China.
