Last time I mentioned I decided to re-apply green card for my father, he need submit I-407 first, then I can submit I-130 for him. I still have one question. When I downloaded the I-407 from the website below, the 'where to file' section says the form can be mailed to Guangzhou or Beijing Field office too. Is there any special reason to submit I-407 in person? Since my father is old, it is good if the traveling could be avoided.

-He can file I-407 by mail and enclose his green card in the envelop. Then, the US Consulate will send him a copy of the I-407 which is the proof of his green card abandonment. He needs to provide the copy of this proof when he applies for a non-immigrant visa or green card again.

By the way, why doesn't he just goes to any one of the US Consulate to abandon his green card (submit I-407) and apply for a B-2 visa at the same time? Then, he can enter US using the B-2 visa, and then you can file I-130 to sponsor him green card as you did before. Application for the immigration visa in China takes a lot of time and he has to travel to Guangzhou to do it.
