刚刚拿到公民，想帮父母申请绿卡。母亲已经在美国两，三个月了，父亲还在国内 （去年十二月初回国的）。 请问
1 是父母同时申请好还是无所谓。-Hard to say because your father is in China now.
2 是父母在美国境内比较好还是无所谓-Had better do it when they are in US.
3 如果父母来美后， 多长哦时间才能file I-130。 有人说必须等60天，不知道有没有根据。-On law requires that, but practically the IO may think your parent has the immigrant intent before they enter US using B-2 visa (visa fraud) if they apply for green card too soon (e.g. < 60 days) after they enter US.
4 听说新规定， 以后父母不算直系亲属， 不能申请绿卡了。 请问这个是真的吗，-No.

什么时候开始实行呢？
