Medicaid eligibility of green card holder

I am a US citizen. If I am get my 80 years old mom immigrate to US (green card), my concern is medical insurance. my question is: is a 80 years old green card holder eligible for the medicaid? does she have to wait for 5 years before become eligible to apply medicaid? Thank you.
