未婚夫是中国公民，中国护照，但是他在日本生活工作，请问他可以在美国驻日本领事馆办签证吗？

-If he wants to apply for non-immigrant visa, it is OK to do it in Japan. If he wants to apply for immigrant visa, he needs to do it in China unless he is the permanent resident in Japan.
