I mean the child most likey will be age-out.

CSPA age = the child actual age when the priority date is current - I-130 pending dates. If the child CSPA age is < 21, then the child is not age-out. Normally the I-130 takes about 4 to 5 years to be approved, i.e. I-130 pending dates are 4 to 5 years. The priority date takes about 12 years to be current. So, the child actual age will be 28 years at the time, so the child CSPA age = 28 - 4 or 5 = 24 or 23 > 21 whe the priority date is current. Therefore the child will be age-out (i.e. not be qualified for immigration with the parent.
