我为哥哥办的亲属移民排期到了，已经交了哥，嫂子和侄女的移民费，下一步就要填DS-260表了。目前的情况是哥哥想带女儿来美国上大学，嫂子是公务员，想过几年再来美国。哥嫂的宗旨是：
第一保证孩子可以拿到绿卡来美国上大学；
第二给嫂子以后留个余地。
请问以后怎么做最两全其美？第三步填DS-260阶段要不要给嫂子填？
