-I think so. You had better seek a higher degree than the one you currently hold. For exmple, if you have a bachelor degree, then you had better seek a Master's or doctoral degree. Also, when you apply for the F-1 visa, you need to address to the VO why you want to seek the degree in US, not in China and what your plan is in China after you finish your study in US.
